CDL Requirements in Indiana (2026): Steps, Cost & Testing

Indiana issues CDLs through the Bureau of Motor Vehicles (BMV). You hold a regular Indiana license, get a Commercial Learner's Permit for $17, hold it 14 days while completing federal ELDT, then pass a three-part skills test in a vehicle you supply at a BMV-authorized third-party test site. The CDL fee is $35 and an Indiana CDL is valid 4 years, expiring on your birthday.

BMV credential fees are low — about $52 for a new CDL ($17 CLP + $35 CDL, $19 per endorsement) — and an Indiana CDL is valid 4 years, expiring on your birthday. The real costs are ELDT tuition, the third-party skills-test fee, a DOT physical, and, for hazmat, the TSA background check.

Unlike a handful of 'self-managed' states, Indiana does NOT do hazmat fingerprinting in-house — the TSA Security Threat Assessment goes through the standard TSA/IdentoGO (IDEMIA) enrollment. Veterans with recent military CMV experience can skip the skills test through Indiana's Military CDL Skills Waiver Program if they apply within two years of discharge.

Eligibility and documents in Indiana

• Age: at least 18 for intrastate driving; 21 to drive interstate or haul hazmat.
• Proof of U.S. citizenship or lawful permanent residency
• Proof of Social Security number (a CDL/CLP cannot be issued without a valid SSN)
• Proof of identity and Indiana residency documents (REAL ID standard)

• A valid Medical Examiner's Certificate (MEC) on file, plus self-certification of your operating category
• Attestation of watching the required human-trafficking awareness video (first-time CDL applicants, since July 1, 2023)

How to get your CDL: step by step

   Check eligibility, documents, and medical qualification

   Choose the CDL class and endorsements for your vehicle. Hold the required regular license and bring Indiana identity, residency, and Social Security documents. Self-certify your operating category and complete a DOT physical before the permit if that category requires medical certification.

   Pass the knowledge tests and obtain your CLP

   Take general knowledge and the vehicle/endorsement tests that apply. ELDT theory may be taken earlier, but federal rules do not require it before the CLP. A first-time hazmat applicant must complete hazmat theory before the hazmat knowledge test; hazmat is not issued on a CLP.

   Complete required training and practice during the permit hold

   Hold the CLP for at least 14 days before the skills test. Use a qualified supervising driver for public-road practice. First-time Class A/B, B-to-A upgrades, and first-time P/S endorsements require applicable theory and behind-the-wheel ELDT from registered providers. The appropriate CLP is needed for public-road training. State training requirements may add to the federal baseline.

   Pass the skills test in the right vehicle

   Confirm ELDT completion is recorded, arrange the test and a representative vehicle, then complete vehicle inspection, basic control, and road driving. The vehicle and transmission you test in can restrict your license.

   Complete issuance and maintain your qualifications

   Pay the applicable Indiana issuance fees and confirm the correct class, endorsements, restrictions, and expiration. Keep your medical status current when required and follow the agency’s renewal instructions.

Medical certification in Indiana

Self-certify your operating category online through your myBMV account (or in person at a branch). Since the June 23, 2025 federal National Registry II rule, your certified medical examiner transmits your exam results electronically to the state — non-excepted drivers no longer hand in the paper card. Your physician sends the MEC to the National Registry.

If your card lapses: You must keep a valid MEC on file. When your certificate expires, your medical status changes from certified to not-certified; after 30 days the CLP/CDL is disqualified and downgraded to your base (non-commercial) license. Renew your DOT physical and keep your self-certification current to avoid a downgrade.

Skills testing in Indiana

Testing access: State / approved third parties. Official testing instructions.

Indiana allows approved third-party testers to administer the CDL skills test, with availability and fees set by the provider. The BMV publishes no official wait times; availability depends on the third-party site you choose. Booking through a truck-driving school that bundles testing often speeds scheduling. (Wait times are unverified planning observations, not an official BMV figure.)

Your test vehicle: You must provide a commercial vehicle representative of the class of CDL you are seeking; the BMV and third-party sites do not furnish a test vehicle unless the school you use provides one.

Endorsements available in Indiana

Indiana offers the standard federal endorsements. Adding one usually means an extra knowledge test (and a skills test for passenger and school bus). Tap an endorsement for the full federal process and cost:

• HHazmat — Hazardous materials. Indiana is NOT a TSA self-managed state, so hazmat fingerprinting and the TSA Security Threat Assessment go through the standard TSA enrollment process (IdentoGO / IDEMIA), not the BMV. You must complete the threat assessment (valid 5 years) before the endorsement is issued, and renewals require a new threat assessment. First-timers also need ELDT and the hazmat knowledge test.
• NTanker — Tank vehicle — tanks with individual capacity over 119 gallons and aggregate 1,000+ gallons.
• XHazmat + Tank — Combined hazmat + tank; the TSA threat assessment applies as with H.
• PPassenger — Passenger transport (vehicles designed for 16+ occupants). Applicants under 21 cannot add a passenger endorsement. First-timers need ELDT.
• SSchool Bus — School bus. Requires the passenger path plus S knowledge and skills tests and ELDT for first-timers.
• TDoubles/Triples — Double/triple trailers (knowledge test only; no separate skills test).

CDL disqualifications

Disqualifying offenses are set by federal law (49 CFR 383.51) and apply in every state. Some also apply in a personal vehicle; vehicle-specific conditions matter. Indiana applies the federal 49 CFR 383.51 disqualification framework. Two Indiana-relevant notes: since September 23, 2024 the BMV queries the FMCSA Drug and Alcohol Clearinghouse and will remove commercial driving privileges or deny CLP/CDL transactions for drivers in 'prohibited' status; and a CDL expired more than 3 years must be reapplied for as an initial applicant. No material state-only additions beyond the federal baseline were found.

Military skills-test waiver

Check the temporary July 30–October 29, 2026 federal eligibility extension and ask the state whether it participates.

Indiana runs a Military CDL Skills Waiver Program. Qualifying veterans or active-duty service members who operated a CMV in their military role may waive the skills test if they apply within two years of discharge, pass the required knowledge test(s), and certify a clean 2-year record (no more than one license, no suspensions/revocations, no 383.51(b) disqualifying offenses, and no more than one serious traffic violation under 383.51(c)). Required documents include the Application for Military Skills Test Waiver, a commanding officer's signature, a commander's letter stating you operated a CMV for at least two years immediately preceding discharge, a DD-214 or proof of active duty, and a copy of the military license. Knowledge tests are not waived.
