CDL Requirements in Rhode Island (2026): Steps, Cost & Testing

Rhode Island issues CDLs through the Division of Motor Vehicles (RI DMV). All commercial transactions run through one CDL Office at the Cranston DMV, by appointment only. You get a Commercial Learner's Permit for $73.50, hold it at least 14 days while completing ELDT, then pass a three-part skills test (Vehicle Inspection, Basic Control Skills, Road Test) at the state's North Kingstown test site in a vehicle you supply. The 5-year CDL is $103.50.

Rhode Island handles CDLs through the Division of Motor Vehicles, and because the state is small, everything funnels through a single CDL Office at the Cranston DMV (knowledge tests and license issuance) and a single skills-test site in North Kingstown. Both are appointment-only, and skills tests are booked online. The path is standard — regular license first, a $73.50 Commercial Learner's Permit, a 14-day hold, ELDT, then a three-part skills test — but the single-site model means planning appointments ahead matters.

State fees are modest: about $177 for a new 5-year CDL ($73.50 CLP + $103.50 license), plus $10 for each additional knowledge test beyond the first. The bigger expenses are ELDT tuition (surveyed at roughly $3,000–$8,000 for a private Class A program) and, for hazmat, the TSA background-check fee. Rhode Island also layers state eligibility screens on top of the federal rules — you must have been licensed at least two years and have a clean recent record on moving violations, suspensions, and drug/alcohol convictions.

A few Rhode Island specifics stand out: you must bring your own empty commercial vehicle to the skills test, medical certificates are submitted electronically by your examiner through the FMCSA National Registry (the DMV won't take them directly), and hazmat runs through the standard TSA/IdentoGO process rather than a state-managed one. Note too that, effective December 12, 2025 and until further notice, the RI DMV cannot issue non-domiciled CDLs at all.

Eligibility and documents in Rhode Island

• Age: at least 18 for intrastate driving; 21 to drive interstate or haul hazmat.
• Application for Commercial Driver's License (CDL-1) and a CDL Test Authorization
• Proof of status as a U.S. citizen or lawful permanent resident (originals only) — e.g. valid U.S. passport, certified birth certificate, Consular Report of Birth Abroad, Certificate of Naturalization/Citizenship, or unexpired Permanent Resident Card (required by 49 CFR 383.71)
• Proof of Rhode Island residency (see the checklist attached to the CDL-1)
• A valid Rhode Island operator (driver) license — you must have been licensed at least 2 years
• A valid DOT Medical Examiner's Certificate (required before the CLP is issued) plus completed Self-Certification for a Commercial Driver's License form
• Birth document and proof of residence presented again at CDL/CLP issuance

How to get your CDL: step by step

1. Get your Commercial Learner's Permit (CLP). Pass the required knowledge tests: General Knowledge (minimum for all applicants); Combination Vehicles (Class A); Air Brakes (if applicable); Any endorsement tests you need (P, S, H, N, T).
2. Complete ELDT training. For a first Class A/B CDL or a first hazmat, passenger, or school-bus endorsement, you must train with a provider on the FMCSA Training Provider Registry. The RI DMV verifies that your training-completion record has been submitted to FMCSA's Training Provider Registry before allowing you to take the CDL skills test (or, for hazmat, the knowledge test). Drivers can check their status at https://tpr.fmcsa.dot.gov/Check. Rhode Island additionally requires training providers to obtain RI Office of the Postsecondary Commissioner (OPC) and RI DMV approval (renewed yearly) beyond the federal registry listing. ELDT is not required just to get a CLP. Since June 13, 2025, RI CDL training programs must also include human-trafficking recognition training under the RI Uniform CDL Act (RIGL 31-10.3-13.1). Drivers who held a valid CDL or the relevant endorsement before February 7, 2022 are grandfathered under the federal rule.
3. Hold your permit 14 days. Federal rules require at least 14 days before the skills test.
4. Pass the skills test. It has 3 parts: Vehicle Inspection Test (VI), Basic Control Skills Test (BCS), Road Test (RT). Knowledge exams are given only at the Cranston DMV CDL Office (8:30am–1:30pm, by appointment). All CDL skills tests are performed by the RI DMV at 400 Romano Vineyard Way, North Kingstown, RI, by appointment booked online only. Three booking types exist: Full Test (VI, BCS, RT), Modified Test (BCS, RT) if you already passed the VI, and Road Test only. You may hold only one appointment at a time, and must book the correct test type or you will not be tested. Test-site line: (401) 667-2882.
5. Get your CDL issued. Pay the license fee, submit your medical self-certification, and receive your license (valid 5 years). A standard RI CDL is valid 5 years (2 years for drivers 70 and older). CDLs can only be renewed within 45 days before expiration and require a completed application. Adding endorsements or upgrading class means passing the required knowledge test(s) and, for a class upgrade or a first-time H/P/S endorsement, completing ELDT before the skills or hazmat knowledge test. All CDL and endorsement issuance happens only at the Cranston DMV CDL Office, by appointment.

Medical certification in Rhode Island

Self-certify your operating category by filing the Self-Certification for a Commercial Driver's License form with the RI DMV. The RI DMV does not accept medical certificates directly — your Certified Medical Examiner electronically submits the exam result to the FMCSA National Registry, which forwards it to the RI DMV (consistent with the federal electronic-transmission process in effect since June 23, 2025). You receive a mailed notice once your new certification is on file.

If your card lapses: Failure to keep a valid medical certification on file results in a downgrade of your CDL privileges. Once a new medical certification is submitted, commercial privileges are automatically restored to active status.

What a CDL costs in Rhode Island

State fees include a $3.50 technology surcharge; credit-card payments add a processor service fee (minimum $1.55, or 2.40% on transactions of $65+). Additional knowledge tests are $10 each beyond the first. The larger costs are ELDT tuition and, for hazmat, the TSA HME background-check fee (paid to TSA/IdentoGO — confirm current amount with TSA/IdentoGO).

Skills testing in Rhode Island State-administered testing

Rhode Island administers CDL skills tests through the state; approved public third-party testing is limited or unavailable. Because Rhode Island is a small state that runs all CDL testing through a single knowledge-test office (Cranston) and a single skills-test site (North Kingstown), appointment availability can be limited — no state-published wait-time figure. A skills test must be canceled or rescheduled at least 48 hours before the appointment to avoid paying another (non-refundable) skills-test fee. If you fail a knowledge exam you must wait 7 days before retaking it.

Your test vehicle: You must supply your own commercial vehicle representative of the class you seek; the RI DMV does not provide one. The vehicle needs valid registration (and trailer registration if applicable), an active inspection sticker, and proof of active insurance. You must arrive in an empty vehicle — loaded vehicles forfeit the exam fee; all tank vehicles must be empty, and hazardous tankers must be empty, cleaned, purged, and accompanied by a certificate. Hard copies of your CLP and operator license must be presented (no paper copies).

Endorsements available in Rhode Island

Rhode Island offers the standard federal endorsements. Adding one usually means an extra knowledge test (and a skills test for passenger and school bus). Tap an endorsement for the full federal process and cost:

• HHazmat — Hazardous materials. Requires ELDT and a completed TSA Security Threat Assessment before testing, plus the hazmat knowledge test. Rhode Island is NOT a TSA self-managed state, so the background check runs through the standard federal process: pre-enroll on TSA's HME program and complete fingerprinting at a TSA/IdentoGO enrollment center (RI has IdentoGO locations). TSA advises enrolling at least 60 days ahead; the assessment must be completed no more than 1 year before adding or renewing the endorsement.
• NTanker — Tank vehicles. Tank vehicles must arrive empty for the skills test.
• XHazmat + Tank — Combined hazmat + tank; carries the same TSA Security Threat Assessment requirement as the H endorsement.
• PPassenger — Passenger. Requires an Application for Chauffeur, Passenger & School Bus Endorsements (and its listed documents) before testing, plus ELDT for a first-time endorsement.
• SSchool Bus — School bus. Requires the Chauffeur/Passenger/School Bus endorsement application and ELDT for a first-timer; you must study manual Section 10 and know all procedures in the School Bus Safety Course from CCRI.
• TDoubles/Triples — Double/triple trailers (knowledge test only; CDL holders).

CDL disqualifications

Disqualifying offenses are set by federal law (49 CFR 383.51) and apply in every state — including offenses in your personal vehicle. Rhode Island applies the federal 49 CFR 383.51 disqualification framework, implemented under the RI Uniform CDL Act (RIGL Title 31, Ch. 10.3) and RI DMV Rules and Regulations 280-RICR-30-05-1. RI also imposes state eligibility screens beyond the federal minimum: at application you must have been a licensed driver at least 2 years (suspended periods don't count); within the prior 2 years you must not have been convicted of 3 or more moving violations in any 12-month period; within the prior 3 years your license must not have been suspended for a moving violation or you convicted of reckless driving or eluding law enforcement; and within the prior 5 years you must not have been convicted of any drug or alcohol violation. Note: effective December 12, 2025 and until further notice, the RI DMV cannot issue any non-domiciled CDLs (new issuance, transfers, updates, duplicates, renewals, or testing).

Military skills-test waiver

Rhode Island offers a Military Skills Test Waiver for drivers with two years of safe experience operating heavy military vehicles who are, or were within the past 12 months, employed in a military position operating a CMV-equivalent vehicle.
