English requirements for commercial drivers

Understand the federal driver qualification standard and current roadside enforcement before relying on translated study materials.

The federal qualification standard

For drivers subject to 49 CFR 391.11, English ability must be sufficient to converse with the public, understand English traffic signs and signals, respond to official inquiries, and make required reports and records. Knowing memorized test answers alone does not establish that ability.

Roadside enforcement

English-language proficiency became an out-of-service enforcement criterion on June 25, 2025. FMCSA revised its roadside enforcement guidance on April 16, 2026. Read the current policy for assessment procedures, exceptions, and follow-up; a translated study aid does not replace the operating requirement.

Prepare for practical communication

Practice explaining your trip and vehicle, reading road signs, and responding to routine inspection questions in English. Ask the licensing agency about its current examination-language rules. Distinguish final rules from proposals when reading news about additional testing changes.
